Title Civil Engineer

The City of Port Moody is seeking a candidate committed to excellence and professionalism to join our Infrastructure Engineering Services team in the new regular, full-time position of Civil Engineer.
The Civil Engineer will be responsible for leading the coordination, technical review, and construction administration of off-site servicing works for development projects, including consideration (and development, as required) of bylaws, policies, plans and strategies. This position provides street and utility infrastructure leadership and support for the City’s development planning and administration processes, including developing terms of reference, reviewing, and interpreting studies, designs and business cases, and presenting on development related considerations. This position provides municipal infrastructure and development related technical and policy support and advice to management and / or Council, including reports, design input and review, and presentations. The Civil Engineer is responsible for the full spectrum of project management of key City projects, and will oversee design, calculations, drawings and other documentation prepared by consultants.
In addition, the Civil Engineer supervises related technical staff and represents the City at regional and subject matter focused committees and working groups while fostering positive relationships with internal and external stakeholders, interest groups, clients and residents. Reporting to the Manager of Infrastructure Engineering Services, the Civil Engineer has significant latitude in the application of departmental policy, following general guidelines, and professional and administrative standards in accomplishing assignments.
The successful candidate will have a bachelor’s degree in Civil Engineering, and a registered P. Eng. designation in BC, eligible for registration with APEGBC (EIT or limited license may be considered at reduced rate). Additional formal training in municipal engineering or other relevant area of study is an asset.
A minimum of five years of progressively responsible civil engineering experience is required, with demonstrated development related experience within municipal government or an engineering firm, and knowledge of municipal engineering in the field of development and municipal utility infrastructure and operations.
Also required is experience working with other government agencies; experience interpreting professional reports, reviewing designs, analyzing complex problems, and identifying solutions; a strong ability to prepare and present reports to Council, the public and other audiences; a good understanding of the principles of project management and contract administration; and the ability to efficiently manage projects, supervise construction works, and manage budgets, within the context of applicable Acts, bylaws, regulations and policies, and while applying environmental best management practices. Knowledge of third party utilities is required, and familiarity with infrastructure modelling (WaterCAD and PCSWMM), CAD, GIS mapping systems, and document management systems is an asset. Experience supervising technical staff, strong leadership and team building qualities, and a commitment to customer service excellence round out our requirements.
