Manager of Finance Department
The Regional District of Mount Waddington (RDMW), with a population of 12,000, encompasses an area of 20,720 square kilometers which includes the north end of Vancouver Island, a portion of the mainland and numerous islands in Queen Charlotte Strait. This area includes four municipalities, several First Nations’ communities and four electoral areas with eight unincorporated settlements. The diverse communities within the Regional District provide a broad range of housing options in a relaxed atmosphere that would have great appeal for those interested in an active outdoor lifestyle (see https://myvancouverislandnorth.ca ).
As part of a dynamic senior management team, reporting directly to the Chief Administrative Officer, the successful candidate will be responsible for managing the financial affairs of the Regional District and the Mount Waddington Regional Hospital District. In their role as the Head of the Finance Department, the Manager of Finance Department will lead a dedicated team providing functions including financial management & planning, risk management, budget draft preparation, internal controls, with regular/irregular reporting.
The ideal candidate will have a recognized accounting designation supplemented by a minimum of three (3) years of senior role in local government accounting/financial and management experience. Demonstrated knowledge of the regional district system within the context of the Community Charter and Local Government Act is considered an asset, along with proficiency in using financial software (such as Central Square, I-City, Vadim), excellent communication, interpersonal and human resource skills.
The Manager of Finance Department is assigned with responsibilities under the direction of the Chief Administrative Officer/Chief Financial Officer as follows:
- Ensure the keeping of all funds and securities of the regional district;
- Expend and disburse money in the manner authorized by the Board;
- Invest funds in authorized investments;
- Ensure that accurate records and full accounts of the financial affairs of the regional district are prepared, maintained and kept safe;
- Exercise control and supervision over all other financial affairs of the regional district;
- Prepare all financial reporting as required.
The RDMW will consider a candidate that is enrolled in the CPA professional education program Capstone level and interested in pursuing an opportunity with local government.
