ABOUT TAKLA FIRST NATION:
The traditional territory of Takla First Nation is located in North Central British Columbia and totals approximately 27,250 square kilometers. The territory is a rich environment of lakes, rivers, forests, and mountains, bordered on the west by the Skeena Mountains and on the east by the Rocky Mountains. Takla Nation is an amalgamation of the North Takla Band and the Fort Connelly Band, a union which occurred in 1959. Our traditional lands are the geographic area occupied by our ancestors for community, social, economic, and spiritual purposes. Carrier and Sekani place names exist for every physical feature and place that we occupy. Each name reflects the significance of the feature or site and today provides us with historical information to the rich history and extensive knowledge of our land and our resources.
POSITION OVERVIEW:
The Manager of Public Works provides essential support to the Takla Landing community and to Council. The Manager works extensively with internal colleagues, Takla Landing residents, and multiple external agencies. An understanding of the systemic issues faced by First Nations is necessary, as is an ability to handle multiple tasks at once.
DUTIES AND RESPONSIBILITIES:
- Represents Public Works within the Nation as required, to outside agencies including the federal government; may participate on a variety of committees and internal working groups.
- Design and deliver public education programs and materials; pro-actively works with the Communications Department to provide consistent, branded informational material to community members.
- Actively engage in contributing to and accomplishing the vision, mission, and goals of the Nation.
- Promote a positive work atmosphere and communicating in a professional manner that demonstrates mutual respect.
- Infrastructure Management: Plans, prioritizes, coordinates, directs and evaluates operations and maintenance of all Nation facilities, excluding housing.
- Develops and maintains an accurate asset management system.
- Participates in capital planning activities, engineering and design activities, and contract management for capital developments.
- Actively engages community input into Public Work strategic plans.
- Planning: oversees and participates in the development and administration of long-term and annual operating and capital budgets, tracks budgets and forecasts resources needed for staffing, equipment, materials, and supplies.
- Ensures the water treatment plant and electrical systems for the community of Takla Landing are maintained safely, that operators are trained and are skilled and accountable, and that the systems provide the necessary, on-going services to the community.
- Provides technical assistance to the Takla Nation; researches and prepares technical and administrative reports and studies.
- Writes funding proposals aligned with identified needs; ensures full compliance with funder requirements and applicable legislation.
- Identifies, develops relationships, and collaborates with consultants, engineers and other professional service providers as required to ensure Public Works is well-planned and well-managed.
- Actively supports policy, procedure and bylaw development, implementation, and management.
- Recruits, trains, coaches, supervises, and evaluates the work performance of Public Works staff.
- Ensures compliance with all Takla Nation Human Resource policies and with all Occupational Health & Safety requirements and standards.
- Prepares contracts on a broad range of activities, using the approved policies and procedures of Takla Nation.
- Oversees the work of contractors in accordance with the terms and conditions of approved contracts.
- Coordinating preventative maintenance in community infrastructure
- Other related duties as assigned.
KNOWLEDGE AND SKILLS:
- Excellent interpersonal skills, including effective problem-solving and leadership skills.
- Knowledge of First Nations culture and traditions, and of systemic issues faced by First Nations people.
- Demonstrated experience and knowledge of the principles of project management.
- Knowledge of the regulations and standards for construction and on-going maintenance of public facilities.
- Demonstrated experience managing budgets and staff.
- Proven ability to prioritize effectively, and to be flexible in a busy, demanding environment.
- Proficient in Microsoft Office Suite
- A proven experience in asset management such as (Ameresco) or any other applicable software.
EXPERIENCE AND EDUCATION REQUIREMENTS:
- Bachelor’s degree from an accredited college or university, technical training in a relevant field, wastewater and/or generator operator credentials and a minimum of five years’ progressively responsible experience in project management, technical planning and administration, or an equivalent combination of education/training and experience.
- A valid Class 4 Driver’s License is required.
- Ability to use current office and computer technology effectively.
